With my own research and development drawn from studies far beyond local boundaries I sustain, ironic does not begin to tap into the wealth of efforts put forth long before I ever came along with my own idle hands with The Law Book List, let alone this Municipal Meeting Minutes Index I have been recently focusing on and building more offline than online at this time.

It was recently brought to my attention that the Village of Crestwood had not been recording meeting minutes or posting agendas pursuant to Illinois Statutes for apparently quite a few years.

Irrelevant of news reports citing this as fact, I believe it critical to note that Crestwood has been stepping up its public documentation library building efforts, right alongside the past efforts of neighboring Midlothian, who fairly recently began publishing  their municipal code book in an online format.  Faith that the world was not flat reminds us that Earth didn’t become round in a day and neither will there be an iPhone app published tomorrow making a full collection available and interactive with but a few clicks or taps.

Therefore, I can only leave behind somewhere in this introduction my humble gratitude and appreciation to the employee at Village Hall who allowed me to obtain a copy of their meeting minutes with nothing but a polite, respectful and yes, even pleasant experience. 

To the rest of the world at large, welcome to the 1st ever published copy of the Village of Crestwood, Illinois board meeting minutes.

Meeting Called to Order

The regular meeting of the Crestwood Village board was called to order at 8:00 p.m. on Thursday, September 20, 2012.

Roll Call

Those present at this meeting were:

Mayor Robert Stranczek and Trustee Patricia Theresa Flynn were not present at this meeting.

A quorum was present; meeting commenced.

The Pledge of Allegiance was recited by all in attendance.

Appoint Pro-Tem Mayor/Trustee Fowler

In the absence of Mayor Stranczek, a motion was made by Trustee Hirsch, seconded by Trustee Wasag, to appoint Trustee James Fowler, as Chairman pro-tem for the meeting.

Accept Village Board Minutes Dated August 16, 2012

A motion was made by Trustee Toscas and seconded by Trustee Hirsch to accept the minutes of the regular meeting of the Crestwood Village Board dated August 16, 2012.

Trustee Hirsch reported the Crestwood Fire Department monthly activities for August, 2012 consisted of 17 Still Alarms, 1 Vehicle Fire, 136 Ambulance Calls, 1 Box Alarm, 3 Carbon Monoxide, 6 Electrical Wires, 4 Cause & Origin, 9 Man the Station, 11 Trouble Alarms, 15 Auto Accidents, 2 Hazmat Calls, 3 Car Seat Installations, 13 Alsip Calls, 10 Midlothian Calls, 9 Palos Heights calls and 7 Oak Forest calls, with a total of 247 incident calls.

License & Ordinance – Trustee Presta, chairman

Direct Village Attorney to Prepare Special Use 4708-4710 W. 137th Street, Crestwood, Illinois.  No parking of vehicles outside of the building shall be permitted.

–          Repaired and maintained all Police, Fire, EMA & Public Works vehicles

–          Maintained all village buildings

–          Worked on 28 street lights throughout the village

–          Checked storm sewers throughout the village

–          Checked storm drainage outfalls daily

–          Checked and picked up 8 bags of garbage at parks in town

–          Jetted 5 storm sewer

–          Patched streets where needed in the village

–          Cleaned ditches on Laramie Creek (1 dump truck load)

–          Finished picnic table for all of the parks

–          Worked on playground equipment at Playfield Park and Caesar park

–          Cleaned ditches on Central Avenue (4 bags)

–          Cleaned ditches on 135th Street from Cicero to Central Ave. (3 bags)

–          Picked up trash around municipal buildings  daily (2 bags per week)

–          Cleaned River Crest Drive, picked up garbage (6 bags)

–          Cleaned up public works yard and garage area

–          Fixed two storm sewers on west side

–          Fixed two sanitary sewers on west side

–          Weed wacked grass throughout the village

–          Cut grass throughout the village

–          Worked on Civic Center plumbing

–          Cut down three trees throughout the village

–          Trimmed trees on west side of village

–          Demo shingles at Caesar Park and installed new shingles

–          Demo drywall in bathroom at Caesar Park and installed new drywall

–          Mud and taped drywall in bathroom at Caesar Park

Water & Sewer – Trustee Fowler, chairman (Toscas)

Trustee Toscas  reported work performed by the Water & Sewer Department, as follows:

–          Obtained three final reading

–          Verified four meter readings

–          Daily readings taken at pump house

–          Jetted eight sanitary main lines

–          Checked sanitary main lines daily

–          Located and checked operation of three b-boxes

–          Located fifty-six requests for village utilities per J.U.L.I.E. dig notices

–          Worked on pump house equipment

–          Replaced six transponders that were broken

–          Replaced six radio read meters

–          Worked on one million gallon tank

–          Water samples taken this period were returned satisfactory

–          Aided Public works with various other projects.

Issue Constitution Week Proclamation

A motion was made by Trustee Toscas, and seconded by Trustee Presta to issue The Constitution Week Proclamation for September 17, 2012 through September 23, 2012, urging all citizens to study the Constitution and to reflect on the privilege of being an American with all the rights and responsibilities which that privilege involves.

Suspect Rules of Order/Public Participation

The Rules of Order were suspended so that any interested parties might address the Village Board.

Appointment to Part-Time Fitness Attendant M. Brady Part-Time Bldg. Attendants D. Ziolkowski E. Ziolkowski

A motion was made by Trustee Toscas and seconded by Trustee Presta to concur with the Mayor’s Appointment of Mike Brady to the position of Part-Time Fitness Attendant, at the rate of $9.75/per hour, David Ziolkowski to the position of Part-Time Building Attendant, at the rate $10.25/per hour and Erik Ziolkowski to the position of Part-Time Building Attendant, at the rate of $9.25/per hour, for the Crestwood Recreation & Wellness Center,  subject to the filing of their bond and oath, period ending April 30, 2013
